Business Process Analyst Ref (CATHS83/2016)

Job Purpose: Provides facilitation and support in identification of needs and opportunities for improvement in business operations and processes.

Job Requirements: A three-year post-matric qualification at NQF level 7 and or National Diploma or Degree in Information Systems, Informatics or relevant qualification. At least 3 years’ experience in a business analysis role.

Desktop Support Ref (CATHS84/2016)

Job Purpose: Provides analysis, diagnosis and resolution of desktop problems for end users.

Job Requirements: Matric with MCSE or equivalent and at least four years’ experience in an IT environment OR three-year degree or diploma in IT with A+, N+ and at least two years in an IT environment

Job Responsibilities: Ensure that calls are logged for all IT service requests; provide analysis, diagnosis and resolution of desktop problems for end users; provide timely and satisfactory IT support service to end users; install IT software/hardware and ensure proper disposal of obsolete IT equipment; communicate with end users throughout the desktop support process; escalate problems to relevant level; provide support to minimise IT downtimes; manage backup schedules and daily tapes; manage office printers and recycling of old toners; IT asset management and maintenance of asset register.

Co-ordinator: Assets Management Ref (CATHS85/2016)

Job Purpose: Provide management support in the development and implementation of asset management systems and policies as well as all related administrative responsibilities.

Job Requirements: A three-year post matric qualification at NQF level 7 and/or National Diploma or Degree in supply chain management/finance/asset management. At least three years’ experience managing assets in a government-related entity in compliance with relevant legislation.

Competency Requirements: The incumbent should demonstrate the following capabilities: commitment to stakeholder sensitivity, goal oriented, compliance driven, effective client relationships, problem solving and troubleshooting; good interpersonal skills, good communication skills, resilience.

Job Responsibilities: Develop and implement the asset management systems and departmental policies and procedures; develop and maintain asset registers in line with the relevant laws and regulations including: acquisitions, maintenance management, transfers and valuations; develop asset needs assessment, acquisition management, operational and disposal plans; oversee and monitor the implementation of the asset acquisition, maintenance and disposal plans; plan and ensure asset verification; investigate and report on variances; make necessary recommendations to resolve discrepancies; update the asset register; develop, implement and manage mechanisms to safeguard assets; report on asset management information to internal and external stakeholders; ensure proper monitoring and movement of assets as per Asset Management Policy; manage valuations for immovable assets and update the asset register. Establish and implement a performance measurement system to evaluate the effective utilisation of assets

Co-ordinator: Financial Statements & Reporting Ref (CATHS82/2016)

Job Purpose: Oversee the management of effective financial accounting in various costs centres as well as development and management of related policies and systems.

Job Requirements: A three-year post-matric qualification at NQF level 7 in Finance or Accounting and/or BCom Accounting. At least three years’ experience managing financial accounting and reporting responsibilities in compliance with relevant statutes.

Competency Requirements: The incumbent should demonstrate the following capabilities: financial management; commitment to stakeholder sensitivity, goal oriented, compliance driven, effective client relationships, problem solving and troubleshooting; good interpersonal skills, good communication skills, resilience.

Job Responsibilities: Monitor and effect the financial accounting responsibility on a variety of cost centres, including examining ledger accounts, reports and accounting records to verify classification of expenditures to ensure correct and accurate accounting transactions and allocations independently from the outsourced service provider; assist cost centre managers responsible for budgets to review and understand their trial balances and ledger reports in order to ensure accountability of costs; assist managers to effect monthly accruals to manage their cost centres in accordance with their approved budgets; assist managers to analyse discrepancies and make appropriate corrections by preparing journal entries ; ensure accuracy and completeness on payroll accounts and creditors’ payments in line with applicable rules, policies and procedures of the PFMA, GRAP and CATHSSETA; assist the financial manager with the projects accounting responsibilities ; assist the financial manager in preparing income and cost analysis exercises as required from time to time. Provide support to the financial manager with other duties related to insurance renewals; investment of surplus cash in accordance with the CATHSSETA investment policy; maintain the organisation’s fixed asset physical records; liaise with the organisation’s internal and external auditors and audit committee; oversee the preparation of accounting reconciliation and journal entries and ensure accuracy of these; prepare financial and payroll accounts, reports and statements as directed; ensure preparation of monthly, quarterly and annual accounting reports in line with applicable rules, policies and procedures of the PFMA, GRAP and CATHSSETA; develop and ensure implementation of finance policies and systems; perform all accounting-related duties and responsibilities as required.

Officer: Assets Management Ref (CATHS86/2016)

Job purpose: Provide support and ensure implementation of procedures for asset management systems and policies.

Job Requirements: Minimum of NQF 6 qualification in supply chain management /financial management and extensive experience working at similar level.

Competency Requirements: The incumbent should demonstrate the following capabilities: attention to detail, commitment to stakeholder sensitivity, goal oriented, compliance driven, effective client relationships, problem solving and troubleshooting; good interpersonal skills, good communication skills, resilience.

Job Responsibilities: Implement CATHSSETA asset management systems, policies and procedures; support assets co-ordinator in ensuring proper maintenance of asset registers in line with the relevant laws and regulations, including; acquisitions, maintenance management, transfers and valuations; maintain lease registers; support the development of asset needs assessment, acquisition management, operational and disposal plans; monitor the implementation of the asset acquisition, maintenance and disposal plans; conduct asset verification, investigation and reporting of variances and make necessary recommendations to resolve discrepancies and update the asset register; implement procedures to safeguard assets; ensure correct and accurate reporting on asset management information to internal and external stakeholders; ensure proper monitoring and movement of assets as per Asset Management Policy; administer valuations for immovable assets and update the asset register; provide assistance in the establishment and implementation of a performance measurement system to evaluate the effective utilisation of assets

Co-ordinator: Performance Information Monitoring Ref (CATHS77/2016

Job Purpose: Support and promote organisational performance; take responsibility for the auditing of performance information report in accordance with the performance management and reporting framework.

Job Requirements: A National Diploma or Degree in Social/Management Sciences. At least three years’ experience in research-related work including sector skills planning; similar experience within a SETA environment will be an added advantage.

Competency Requirements: The incumbent should demonstrate the following capabilities: commitment to stakeholder sensitivity, goal oriented; compliance driven; ability to build effective client relationships; problem solving and trouble shooting, follow up, stress tolerance, target driven and good networking skills.

Job Responsibilities: Prepare performance information as required by the performance information framework to provide reasonable assurance conclusions on the reported performance information for all programmes in the annual performance report; conduct performance information audit in accordance with the International Standards on Assurance Engagements (ISAE) 3000; report on all the information received and explanations required and identify omissions of which may result in the reported performance information being materially misstated or misleading; evaluate performance information against the overall criteria of usefulness and reliability; evaluate the usefulness of the reported performance information to determine whether it is presented in accordance with the National Treasury’s annual reporting principles and whether the reported performance is consistent with the planned programmes; perform tests to determine whether indicators and targets are well defined, verifiable, specific, measurable, achievable, time bound and relevant as required by the National Treasury’s Framework for managing programme performance information (FMPPI); assess the reliability of the reported performance information to determine whether it is valid, accurate and complete; perform procedures to obtain audit evidence about the usefulness and reliability of the reported performance information, including assessment of the risks of material misstatement of the quarterly and annual performance reports; perform audit procedures to include understanding and testing the internal policies, procedures and controls relating to the management of, and reporting on, performance information; evaluate, test and confirm the usefulness of planned and reported performance information in accordance with the identified performance management and reporting framework; conduct detailed audit test and obtain sufficient appropriate audit evidence to verify the reliability of the reported performance information in terms of its validity, accuracy and completeness; assist with the preparation for inspection and service improvement initiatives; research best-practice initiatives from other organisations and SETAs; assist MANCO to embed a high-performance culture within CATHSSETA; assist in, and lead where required, benchmarking exercises; conduct regular workshops with CATHSSETA on all performance information auditing requirements; assist in updating all relevant policies and guidelines.

Co-ordinator: Service Provider Accreditation Ref (CATHS80/2016)

Job Purpose: Facilitate Learning Programmes improvement processes and evaluate applications for provider accreditation.

Job Requirements: A three-year post-matric qualification at NQF level 7 in education, training and development or quality assurance or equivalent qualification in related fields; project management experience is compulsory; experience in a SETA environment will be an advantage.

Competency Requirements:  The incumbent should demonstrate the following capabilities: commitment to stakeholder sensitivity, goal oriented, compliance driven, effective client relationships, problem solving and troubleshooting; good interpersonal skills, good communication skills, resilience.

Job Responsibilities: Liaise with stakeholders to provide information regarding the accreditation and registration processes; facilitate the recording and regular update of the status of providers and co-ordinate appeals on provider accreditation; develop policies and support accreditation projects; provide central administration for training provider accreditation information, policies and systems; co-ordinate preparation of documents for re-accreditation submissions; support regional offices on the accreditation and standards/measures process; oversee the management and maintenance of the registration of learners on the SETA Management System;  co-ordinate the issuing of certificates/SOR for learners; implement and maintain the Batho Pele principles through a caring, accessible and accountable service.

Co-ordinator: ETQA Norms and Standards Ref (CATHS81/2016)

Job Purpose: Develop and maintain adherence to norms and standards for provider accreditation, learning programmes delivery, as well as facilitation of learning programmes evaluation and accredited training provider monitoring in line with the requirements of the Skills Development Act.

Job Requirements: A three-year post matric qualification at NQF level 7 in Education, training and development or quality assurance or equivalent qualification in related fields; project management experience is compulsory; experience in a SETA environment will be an advantage.

Job Purpose: Provide facilitation and administrative support to learning programmes implementation, learner and training provider programmes.

Job Requirements: A three-year post matric qualification at NQF level 7 and/or National Diploma or Degree in Education or Social/Management Sciences. At least three years’ SETA experience in facilitating and providing administrative capacity for learning programmes delivery and ETQA-related processes.

Competency Requirements: The incumbent should demonstrate the following capabilities:  commitment to stakeholder sensitivity, goal oriented, compliance driven, effective client relationships, problem solving and troubleshooting; good interpersonal skills, good communication skills, resilience.

Job Responsibilities: Implement and maintain the relevant management systems and optimise controls and processes; implement performance plans relating to area of responsibility; deliver quality products and services in accordance with performance agreements and stakeholder expectations; implement strategic and annual performance plans relating to area of responsibility; support stakeholders on implementation of grants; conduct site visits where necessary; monitor and evaluate allocation processes of grants; manage and maintain stakeholder database; process grants applications and communicate decisions to stakeholders; co-ordinate and provide end-to-end project administration within area of responsibility; support stakeholder on learning programmes rollout, including learner support and training provider support with accreditation, programme approval, assessor registration, learner certification and performance information reporting.

Hostess REF (CATHS87/2016)

Job purpose: Provide professional hospitality and administrative support services to CATHSSETA Accounting Authority, CEO and management.

Job Requirements: Grade 12 with at least three years’ experience providing similar services, including basic office administration.

Job competencies: Planning and organising skills; good communication and interpersonal skills; attention to detail; time conscious; clerical skills.

Job Responsibilities: Prepare and set up facilities for Accounting Authority and all management meetings; provide refreshments to visitors; ensure meeting schedules for conferencing facilities are up to date; manage crockery, cutlery and all kitchen appliances; manage stock inventory for refreshments; provide administrative support to meetings of the Accounting Authority and management; oversee cleaning of kitchen appliances and boardrooms.

Messenger/ Driver REF (CATHS88/2016)

Job Purpose: Provide administrative and messenger service support to CATHSSETA management and staff; transport personnel and deliver correspondence to various destinations.

Job Requirements: Grade 12 with at least three years’ experience providing similar services, including basic office administration.

Job competencies: Planning and organising skills; good communication and interpersonal skills; attention to detail; time conscious; clerical skills.

Job Responsibilities: Deliver/collect parcels and correspondence for Accounting Authority members as well as CATHSSETA management; perform official banking services, courier services and general delivery and collection of correspondence. Purchase refreshments for organisation; collect and deliver mail; assist in photocopying and general administrative support and services to all CATHSSETA staff.
