| Overview |

| A Memorandum of Understanding is an agreement signed
between two Sector Educational Training Authorities or two ETQA’s to
establish a working relationship framework stipulating the roles and
responsibilities of the two parties for relevant issues of concern. |

| An MOU between two ETQA’s (or SETA’s) generally makes
provision for coordinated roles and responsibilities for activities of
providers within the Sector Scope of the SETA’s where overlap might be
envisaged. An MOU will pre-define the processes, procedures and different
roles where a constituent operating predominantly in the sector of ETQA “A”
might offer a training programme, unit standard, skills programme, or
qualifications belonging to the scope of ETQA “B”. |

| The Agreement makes provision for and clarifies the
responsibilities of each ETQA with specific reference to: |
- Programme approval
- Monitoring and Auditing
- Learner registration
- Certification of Learners
- And the registration of Providers and Assessors and
Moderators.
