Education and training Quality Assurance (ETQA)
In terms of the Skills development Act of 1998, every SETA must be accredited as an Education Training Quality Assurance (ETQA) Body. CATHSSETA accreditation requirements are based on the ETQA Regulations 1127 as enforced by the South African Qualification Authority (SAQA) and applied by all ETQAs nationally.
The main function of the CATHSSETA as an ETQA is to ensure quality of provision through compliance to the ETQA Regulatory provisions. To ensure that this function is carried out effectively, CATHSSETA is required to:
Accredit providers;
Register assessors and moderators;
Evaluate programmes aligned to the National Qualifications Framework (NQF) registered qualifications;
Monitor and audit providers;
Maintain a database compatible to the NLRD; and
Facilitate standard setting and qualification review.
ETQA has registered a large number of providers accredited with other ETQAs to offer skills programmes and full qualifications under the CATHSSETA scope. CATHSSETA has developed 94 Skills Programmes and 66 Qualification for its sector. CATHSSETA also has the Quality Assurance mandate for City & Guilds qualifications registered on the NQF.
Quality Council for Trade & Occupations(QCTO)
Introduction
The QCTO is one of the three Quality Councils provided for in the National Qualifications Framework Act (NQF Act No 67 of 2008).
The QCTO was established under the Skills Development Act and became operational on the 1st April 2010 following the publication of Government Gazette No 33059, 1st April 2010.
The QCTO has been putting in place the necessary building blocks for it to begin operating. On 20th July 2011 it will be delegating functions to the first generation of 'official' Development Quality Partners. This signals that work has begun in earnest.
